Development of the

 “Guiding Principles for the Future Activities of the

 Overseas Fishery Cooperation Foundation of Japan”


The Overseas Fishery Cooperation Foundation of Japan (OFCF Japan) celebrated the 50th anniversary of its establishment on June 2, 2023. OFCF Japan has been undertaking various cooperation activities to date to promote and reinforce mutually beneficial and reliable relations between relevant coastal states/international organizations and Japan in the area of fisheries.

For this occasion of the 50th anniversary, OFCF Japan developed the “Guiding Principles for the Future Activities of the Overseas Fishery Cooperation Foundation of Japan” (hereinafter referred to as the “Guiding Principles for the Cooperation”) which describe the roles it should play going forward and the strategies on its cooperation activities. Along with the Articles of Incorporation and the annually reviewed action policies and objectives of each fiscal year, the Guiding Principles for the Cooperation shall constitute the basic principles for the management and implementation of cooperation activities of OFCF Japan in mid to long-term.

For the development of the Guiding Principles for the Cooperation, OFCF Japan arranged various occasions to exchange opinions with the stakeholders in the fisheries, including coastal countries and international organizations concerned to incorporate their views and opinions into the principles as fully as possible. In order for OFCF Japan to achieve its objectives, these Guiding Principles for the Cooperation shall be revised as and when deemed appropriate, by reflecting changes in the circumstances and environment of the world.
Guiding Principles for the Future Activities of the
 Overseas Fishery Cooperation Foundation of Japan
With a view to promoting and strengthening cooperative relations with the coastal countries and the international organizations concerned, Overseas Fishery Cooperation Foundation of Japan (OFCF Japan) will be focusing on the following points:
1. To provide support for the endeavors by the coastal countries and the international organizations concerned for the development of fisheries and/or reinforcing the mechanisms for sustainable use of fishery resources .

2.On the undertaking of the afore-mentioned 1, to take due account of the conservation of the marine environment and, as appropriate, actively support for the environmental conservation.


3.Also, to strengthen capacity building of local human resources while actively learning local traditional knowledge to utilize, as necessary, for its activities .



【Explanations】
Due to the growth of population and the rising in health awareness across the world, the global demand for fishery products has been rising and they continue to be one of the important sources of protein for the mankind. Therefore, sustainable use of fishery resources in all the waters, including EEZs and the high seas, has come to be of greater importance than ever before.

In order to realize it, it is required for all the distant water fishing countries and the coastal countries around the world to cooperate to appropriately manage/conserve and sustainably use the fishery resources in a responsible manner through consultations using bilateral and/or multilateral frameworks.

However, it should be noted that there are cases where the interests of respective countries and/or groups conflict within the frameworks, or environmental consideration needs to be incorporated in these consultations, and therefore decision-making process for the sustainable use is becoming increasingly complicated and difficult.

Recognizing the afore-mentioned situations, OFCF Japan will make its efforts to:
-    accurately understand the present situation on the world fisheries such as challenges on management of fishery resources including IUU fishing, and needs for fishery development of the coastal countries concerned including transition from quantity to quality in fisheries and creation of value-added products
-    provide cooperation/support, in a flexible and proactive manner, which is necessary for the sustainable development of the fishery in a responsible manner with due consideration of the above-mentioned situation/needs.

Concurrently, sustainable development of the fisheries cannot be achieved without conservation of the global environment, especially the marine environment. Engraving the sense of appreciation towards the earth and the ocean in its heart, OFCF Japan will strive for realization of sustainable fisheries through promoting cooperation and support activities which with due consideration of harmony between economic development and environmental conservation.

OFCF Japan will also endeavor to develop human and social capitals with a long-term perspective, in such a way as to establish an environment which facilitates the participation of all stakeholders including women in the fishery related activities, taking into account relevant strategies formulated by the respective countries and the important role played by fisheries in terms of the food security of the respective countries, while acknowledging the diversity of nature, traditional knowledge and values in the respective localities as well as the intentions of local stakeholders.

In order to assure the appropriate implementation of afore-mentioned activities, OFCF Japan will make strenuous efforts to build its own capacity for the improvement of its performance, by securing competent staff members/ technical experts and acquiring new and broad range of necessary knowledge and skills, through proactive exchange of opinions within OFCF Japan as well as with stakeholders.

3.Commemorative publication
 The commemorative publication  provided an overview of the trend of Japan's pelagic fisheries and activities of OFCF Japan over these 50 years. It was published in June 2023.
4. The Guiding Principles for the Cooperation
 The Guiding Principles for the Cooperation are to guide the future direction of mid to long term activities of the OFCF Japan.These were developled in December 2023.
5.Logo & Slogan
The commemorative logo for the 50th anniversary and a slogan for future activities were created.

The blue ocean color was used as the base color and the design expresses the good relationship of trust that OFCF Japan has established over the past 50 years with the countries and individuals with whom we have worked.
50th SLOGAN

The slogan represents the determination of members of OFCF Japan to work aggressively on our task for the future with positive and constractive manner for the sustainable use of fishery products and global environmental conservation.
This was described by using capital letters of
